Eugene Volokh at the Volokh Conspiracy has already weighed in on the question of the possibility of Gray Davis resigning before the California recall vote. However, I haven't seen anyone ask the following:What if Lt. Gov. Cruz Bustamante wins the recall election, nominates Gray Davis as his Lt. Gov., and then resigns?
